Flood Control Project – City Council Meeting 12/17/13
INCREASE PROPERTY TAXES BY $200 – $400 + per year!
The potential approximate impact on a single family homeowner of a $47.8 million General Obligation Bond (GOB) and a (ANNUAL) parcel tax of $2.8 million has been presented above and results in an approximate net annual increase of $198.75, $296.50, and $394.25 on single family homes with assessed values of $250,000, $500,000, and $750,000, respectively.
… This does NOT cover the ENTIRE city of Redlands! This only covers DOWNTOWN Redlands. The cost to address the entire city is $79 million! The overall value (and assessed value) of existing single-family dwellings on the higher altitude south side Redlands is greater than that of the lower altitude areas of downtown and north, northeast side of Redlands. You can be sure that those on the south side will not have flood control addressed but they will certainly pay for it. As I recall, there was absolutely no mention of cost to business property-owners downtown to bear some of the cost even though the flood control project will be addressing flooding downtown.
… City did NOT even fully discuss with COUNTY flood control plan before proposing the City Flood control! Harrison asked this question to Martinez who skirted Harrison’s question. Property taxpayers are already paying county fees and taxes.
… sidewalk repairs … notice that many of our sidewalks have just been re-done to be ADA-compliant. I wonder if these re-done corners of the sidewalks will be adversely affected by re-doing the entire sidewalks!
… Our GOB currently of $1.4 M will be paid off in 2017. Now we are imposing yet another overlapping GOB.

… The General Obligation Bond is an annual funding of $2.8 million to fund the enhanced programs for neighborhood sidewalks (not downtown?), and LED street lights. City staff sneaked these into existing city General Fund obligations. This is similar to a bait and switch proposal.
The net increase represents an estimated cost to the taxpayer after eliminating the cost of the existing 2003 General Obligation Bond upon its maturity on February 1, 2014, replaced by a new $47.8 million General Obligation Bond for flood control maintenance and improvements, as well as an additional $2.8 million parcel tax for sidewalk, urban forest and parks maintenance and improvements/replacement, in addition to the existing paramedic tax. Exact impacts to the taxpayer for the General Obligation Bond will be dependent on future assessed values and, for the parcel tax, on the number and type of parcels on the tax rolls.
… Why is the initial capital of flood control also addressing water to the cemetery (a city ENTERPRISE!) and water and waste water/sewer system, etc.?
… While flood control in the City is important and has been unaddressed for many, many years, why pushing this issue to put this onto a RCC vote in February 2014 to determine whether to put it on the November 2014 election? Martinez said “the time is now” (but Gardner said hesitatingly “we can talk about it (timing)….(sidewalk part of the proposal anticipated to be 17 years!) we’re not rushing on it right now”) I am unsure whether this is the proper time in view of reduction in the assessed property values lately and the stagnant employment numbers. You would think this capital project and deferred maintenance proposal would have been more thought out (i.e., other revenue streams, whether this whole shopping list of goodies is absolutely necessary, re-timing, etc.). There was no discussion regarding the adverse ripple effects on the PARIS project, recent water projects, bike lanes downtown, etc…
… Harrison voted no to having the staff present to the public its current proposal to seek public’s input. He was concerned that the current proposal has insufficient information for the public to consider it properly. Gilbraith said she personally does not want this proposal in its current form particularly since it encompassed more than just flood control though emphasized the need for flood control.
… The others voted to direct staff to conduct an educational campaign with City stakeholders to gauge potential interest in support of a proposed funding plan (ballot measures) for flood control maintenance and improvements, sidewalk/ADA improvements, urban forest maintenance and replacement, and park maintenance and improvements. The funding plan proposes a $47.8 million General Obligation Bond and a parcel tax of $2.8 million. It passed 4-1.
So … expect to be hearing that the City staff may speak to various stakeholders about this in the coming weeks. I would STRONGLY encourage you to document your concerns by WRITING to the City Council. They will NOT know if you do not inform them. FLOOD them (pun intended).
